Speaking at the World Economic Forum in Davos, European Commission President Ursula von der Leyen said Greenland’s sovereignty is “non-negotiable” and confirmed that the European Union stands in full solidarity with Greenland and the Kingdom of Denmark. Von der Leyen stressed that Arctic security can only be achieved together, pointing to NATO cooperation and Finland’s sale of icebreakers to the United States as evidence of Europe’s existing capabilities. She warned that proposed US tariffs would be a mistake, especially between long-standing allies who already concluded a trade agreement last year. “A deal is a deal,” she said, adding that plunging allies into a trade spiral would only benefit shared adversaries. The Commission president announced work on a comprehensive Arctic package, including a surge in European investment in Greenland’s economy and infrastructure, stronger security partnerships with Arctic allies, and the development of a European icebreaker capability. She also confirmed that the EU will publish a new security strategy later this year, alongside an upgraded Arctic strategy grounded in the principle that sovereign peoples decide their own future. French President Emmanuel Macron delivered an even sharper warning, criticising US trade pressure and the use of tariffs as leverage against territorial sovereignty. Macron said it “makes no sense” to impose tariffs between allies and called current threats unpredictable and aggressive. He warned that the EU could, for the first time, be forced to activate its anti-coercion mechanism against the United States if additional tariffs are imposed. Macron urged calm but insisted Europe must be ready to defend itself, pushing for European preference in key sectors, deeper capital markets, and the dismantling of tariffs between the US and Europe. He said Europe now has strong tools and should not hesitate to use them when rules are not respected. In Strasbourg, EU foreign policy chief Kaja Kallas told MEPs that Greenland is strategically vital due to submarine routes and critical raw materials, but belongs solely to its people. “No threat or tariffs will change that,” she said, underlining that sovereignty is not for trade. Kallas confirmed that the European Commission has proposed doubling financial support for Greenland in the next multi-year EU budget and said tariff threats would only make both Europe and the United States poorer. She noted that NATO is well equipped to address Arctic security concerns, with several European countries already sending military personnel on a scoping mission to Greenland. She placed the Greenland dispute in a wider Arctic context, warning of growing Russian militarisation and increased Chinese activity as melting ice opens new routes. Kallas reiterated that no country has the right to take over another’s territory, “not in Ukraine, not in Greenland, not anywhere in the world,” and called for unity, international law, and a rules-based order.
