The 69th Amendment of the Indian Constitution, passed in 1991, granted the National Capital Territory (NCT) of Delhi a legislative assembly and a Chief Minister, providing it a semi-state status. It introduced Article 239AA, which gave Delhi its own Legislative Assembly, enabling it to make laws on matters in the State List, except for public order, police, and land. However, the central government retained control over these subjects.
