On December 4, 1969, fourteen Chicago police officers fired between eighty-two and ninety-nine shots into Fred Hampton's apartment in a pre-dawn raid. The Panthers fired one — from Mark Clark's shotgun as he fell after being fatally shot. Hampton was twenty-one years old. He was shot in his bed. Edgar Hoover more than any Black leader since Malcolm X — not because of the guns, but because of the coalition. As chairman of the Illinois Black Panther Party and deputy chairman nationally, Hampton founded the Rainbow Coalition, uniting Black Panthers, the Young Lords (Puerto Rican), and the Young Patriots (white Appalachian) into a multiracial alliance against poverty and police violence. He was demonstrating that the Panthers' vision could cross racial lines. Hoover's March 1968 COINTELPRO memo specifically warned against a leader who could "unify and electrify" the movement. The FBI deployed William O'Neal — a nineteen-year-old facing federal car theft charges — as an infiltrator inside the Illinois chapter. O'Neal rose to become Hampton's bodyguard and head of security. He provided the Bureau with detailed intelligence that made the December 4 raid possible. The authorities initially claimed the raid was a shootout. Physical evidence told a different story. Ballistics showed police fired up to ninety-nine rounds; the Panthers fired one. A federal grand jury investigation and a thirteen-year civil rights lawsuit resulted in a $1.85 million settlement — but no criminal charges against any officer or FBI agent. Hampton had been running the Free Breakfast for Children Program, feeding thousands of kids daily, opening free medical clinics, and building political education programs.
