Zelensky Issues Warning to Russia amid Peace Negotiations

President Zelensky said on Tuesday that Russia must be held responsible for the "crime of aggression." The Ukrainian president told Dutch lawmakers "justice must be central" to peace talks, saying those guilty of war crimes should not be allowed to roam freely after the war. President Vladimir Putin and five other Russians are wanted by the International Criminal Court for alleged war crimes. "These Russian assets can and must be fully, fully used to defend against Russia's own aggression," Zelensky told lawmakers, adding "the aggressor must pay." Zelensky was speaking to the Dutch Parliament in The Hague ahead of a conference to establish an International Claims Commission for Ukraine, which will validate claims of war damages to be repaid by Russia. Details on how any damages awarded by the commission, to be based in the Netherlands, would be paid still need to be worked out. But early discussions have touched on using Russian assets frozen by the EU, supplemented by member contributions.
