Today, we focus on a rather intriguing figure—Zhou Liang, the secretary of Wang Qishan. Zhou Liang has fallen; yesterday it was officially announced that he was removed from his position as Deputy Director of the National Financial Regulatory Administration. Before Zhou Liang’s downfall, two other secretaries of Wang Qishan had already fallen: Dong Hong, who once served as Bo Yibo’s secretary and was brought by Wang Qishan from Guangdong to Hainan, then to Beijing and the Central Commission for Discipline Inspection, and who in 2022 was sentenced in the first trial to death with a two-year reprieve; and Tian Huiyu, who served as Wang Qishan’s secretary during his tenure at China Construction Bank, and who in 2024 was likewise sentenced in the first trial to death with a two-year reprieve. At this point, nearly all the secretaries throughout Wang Qishan’s political career have been arrested and brought to justice. This also means that the entire political career of Wang Qishan—former head of the Central Commission for Discipline Inspection, Vice President of the state, and Xi Jinping’s foremost enforcer—no longer holds any secrets. It is now completely exposed under Xi Jinping’s control. Wang Qishan’s fate is already precarious. To focus on Zhou Liang is to focus on Zhou Liang’s superior, Wang Qishan. Behind Wang Qishan stands the former leader of a previous era, Hu Jintao.
