備詢官員：內政部長 劉世芳 / 法制司 / 警政署 【打詐小紅書雙重標準 違法擴權的內政部】 2025-12-10 內政委員會 今年至今我國詐欺財損高達826億，只有低比例的詐騙媒介來自於小紅書，但小紅書卻遭內政部禁用1年，引發社會譁然。內政部說，係依據打詐條例第42條禁用，問題是，第42條明明規範的是詐欺網站，為何社群平台小紅書適用？ 劉世芳部長對外說，小紅書未落地，不能不遵守臺灣法律。然而，依據打詐條例第27條，若網路廣告平臺業者要適用本條例，必須由數位部先公告納管，既然認為小紅書有高詐欺風險，為何至今未納管小紅書？主管機關一方面不納管，一方面又要求小紅書遵循打詐條例的法遵要求？臺灣還是法治國家嗎？ 如果本來要對付一頁式詐欺網站的第42條，直接用於網路廣告平臺業者，那打詐條例相關納管規定根本形同具文！劉世芳部長說，做此一決定前，有徵詢過法務部的意見，內政部看不懂打詐條例或許情由可原，連法務部都看不懂就茲事體大。 更悲哀的是，警政署從頭到尾一再跳針，完全無法正面回應，竟然還稱小紅書訪客數低，所以未達納管標準。既然覺得小紅書詐欺問題嚴重，但主管機關不肯公告納管，卻直接全部禁用，內政部可以這樣恣意解釋法律、擴張自己的權力？
