Secondly, Hebei province, to which Xiong’an belongs, has historically been a directly governed region whose primary duty is to guard the capital. From the standpoint of security and strategy, Hebei’s Xiong’an and Beijing have always been one entity. At the same time, we see that the level of this inspection was extremely high. Not only did Xi Jinping go in person, but Li Keqiang, Cai Qi, Ding Xuexiang, and He Lifeng accompanied him throughout. This collective tour carries very special significance. On the one hand, it is the first such outing after Zhang Youxia’s downfall; on the other hand, for the sake of so-called leader security, the entire city of Xiong’an was emptied—no one on the streets, a completely cleared city to receive Xi. This is extremely rare in CCP history. What does this indicate? It shows that Xiong’an cannot hold up, and Xi Jinping cannot hold up either. By bringing the State Council team, Xi intends to continue pouring resources into Xiong’an regardless of cost. Their presence signals that administrative and fiscal resources will now be heavily tilted toward Xiong’an. In Lao Du’s view, this so-called “high-level inspection of Xiong’an” does not display confidence, but exposes panic; it does not prove Xiong’an’s success, but proves it can no longer sustain itself. More crucially, the issue is not merely Xiong’an, but that Xi Jinping himself has entered a state in which he must fabricate circumstances to deceive himself and maintain stability—he too is beginning to fail to hold up. Furthermore, this trip to Xiong’an is no longer just about “fabricating appearances,” but has entered the stage of “using power to replace reality.” The problem with Xiong’an is not slow development, but that its underlying logic of development has already been proven unworkable. Xi’s problem is not simply security anxiety, but that he must continually use supreme power to suppress a narrative that can no longer sustain itself. This is not a matter of holding on a bit longer; it is a matter of structural failure beginning to unfold. Xiong’an has clearly failed to such an extent, yet it is still proclaimed a great success—if this is not pathological, then what is it?
