The philosophy is that because the market is very hard to beat consistently, just tracking that market with an index (passive) fund means you pay less and avoid the emotional and behavioural biases of a manager trying to pick stocks to beat the market (active management). The world of index fund investing is far more complex than it sounds though, and there can be large differences between two funds aiming to track the exact same index.
