What explains Qatar's rise from small Gulf nation to influential player in international affairs? Leveraging its vast natural gas reserves and immense wealth, Qatar has positioned itself as a mediator in regional conflicts, a hub for global transport and media, and a key strategic partner for the United States, thanks to its hosting the Al Udeid Air Base. Meanwhile, its investments in diplomacy, soft power, and cultural initiatives, such as the launch of broadcaster Al Jazeera, the expansion of Qatar Airways, and putting on the 2022 FIFA World Cup, have elevated its visibility on the world stage. Undeniably therefore, Doha's leadership and strategic engagement have demonstrated how a small state can exert outsized influence in politics, economics, and culture. That said, Qatar’s ascendance has not been without controversy. Its foreign policy, including ties with Islamist movements and outspoken coverage of the Arab Spring, has fuelled tensions with neighbours like Saudi Arabia and the UAE, leading to an onerous 2017-21 blockade. More recently, Doha has faced direct criticism from Tel Aviv over its alleged support for Hamas, culminating in Israeli air strikes against Qatar in 2025. Added to this are human rights concerns, in particular regarding Qatari treatment of migrant workers, which have also cast a shadow over its global aspirations.
