Seems that Disk Genius fits the bill and is a low footprint program that doesn't bog down the system or nag you for registration or upgrades. This managed to clone my Windows 11 system disk to another drive in just slightly over 1 MINUTE! that is incredible! Clearly your mileage will vary depending on the drives you use and how much data there is on them, but it seems that the drives were performing at full speed, which is often not the case in the "free" version of apps like this.
