Improving a nation's institutions and governance can be a powerful way to boost economic growth and lift millions out of poverty. Unfortunately, governance change is difficult and slow, and we don't have easy ways to experiment with new forms of governance. But Nobel Prize economist Paul Romer had an idea: what if we could build semi-independent cities with their own rules and legislations, where people can freely move to?
